Simple Filled Map

I have had some success with maps, but it seems inconsistent.  I went back to a very basic data set of zip and count in Excel to experiment, put the zip in the location and the count in the values.   It doesn't zoom to the geography (that seems consistent), but when I zoom to the region no sign of the filled regions.   I have another model that seems fine and cannot see the difference.  Any tips on simple mapping?

@Anonymous Power BI uses Bing maps, which... works differently. Check out this support page for some tips on getting your visuals to show accurately.
