Sharing to a Customer - Pro Premium or do I need Embedded

Thank you and everyone in the community for your support in my effort to understand the licensing and maze of licensing and services to accomplish what I think is a VERY SIMPLE specification. 

Here is what happened:

In the start of a trial of Fabric, a FT1 (Trial version of F1) was assigned to the account for 60-days. Because this is a capacity on the Fabric side and associated with my PowerBI Premium licenses low and behold I now have everything I could ever want or ask for! My embedded PowerBi reports in SharePoint are working with my external user without the need for PowerBI licenses (or Free Fabric PowerBI where externals have a MS registered address). Additonally, my Web embedded now also work with the same security.

All of this is identified as avaialble at this level of capacity in documentation. The reason I didn't look at this was the cost. Microsoft is psycho where it appears that to achieve this the cost is $5K/mo. As a small consulting firm that just wants to share reports with a licensed enterpsie customer of O365 with employees that may or may not have Pro licenses but all of which can have Free Fabic licenses is really freaking lame. There needs to be another teir. How can I grow my business, which has great potential and is growing, on the back of a $60K a year expense. 

I want to point out that I don't dismiss the fact that a FREE user may look at a report, MS doesn't derive income from that user, I get it. However, for the greater good and propogation/advancemen/even dominance of this application amoung business users, there must be a more comforntable entry point, cut it in half! 

As I have researched, the alternative is the use of PowerBI Embedded. I have a long career in software development and have loads of support and resources, that's not an issue. The issue is, if a company wants a CLEAN and SIMPLE implenetation that can be supported within the business easily, the $5K capacity connected options at enterpise level is the correct solution but out of reach. Imagine, I create a web application just to deliver reports, the cost to do so even if it negligable, maintaince and other. Who wants to do this? And I would do this for the opportunity to use the minimum level of service $750.00 embeded?

Another thought, consider the customer preception. If they are shared dashboards/reports within the O365 "world" security consideration and worry is far more controlable. A web portal by a smaller company screams worry if you are a global enterprise. I would be all over that.
