Sharing Reports within Organization to Non Pro Users

Maybe this is just semantics but to clarify this a bit - the download for Power BI to desktop is free. If that is what you mean by "free" then the answer is no. To view and interact with a shared report on the Service (or Report Server) they must have a PRO license (it can be the trial or assigned).

if they recieve a free license (which they do) and i share, even though it says they need a PRO (below) they will be able to see it and interact? or do i have to share this another way?
