Whilst I agree that they could publish to the COMMON App Workspace, they would require permissions to access the dataset.
What if you had to share it via an App, and grant them the Build Permissions via the App?
They should then be able to see the dataset as a source and then publish it to their own app?

GilbertQ Thank you for the help! That worked like a champ. I removed the access to the workspace for the users, then published an app with the "Allow all users to connect to the app's underlying datasets using the Build permissions". They can see the datasets from the Power BI Desktop Get Data-Power BI Datas, but can't publish to the workspace.
