Shared Dataset across workspace
is it possible to use the same dataset across different workspaces for different reports?

SumanBindu Yes. You can connect the PBIX to the deployed dataset in the workspace and then publish that report to a different workspace. This essentially provides the functionality you describe. A re-usable dataset that "thin" reports can use. ("Thin report - a report that relies on an independent/shared dataset)
