Hi,
I'm new on PowerBI and I want to share a dashboard to some friend but he doesn´t have a Microsoft account, how can I share my report with him?
I've read about embedded but when I try to use that feature there is a message that says that if I do that my report will be public and I have data that I want to keep restricted.

Current power bi has three license: free, pro and premium.
For these license:
1. All users can view the contents which premium user shared.
2. Other users who has pro license can view the contents which pro/free user shared.
>>So I still have my doubt, can anyone without a Microsoft account acces a dashboard? Pro license could be used in local mail domains?
For your requirement, I think publish to web feature will suitable for your requirement, it not request the pro license or microsoft account to view the shared dashboard.
BTW, below are limitations of publish to web feature.
Publish to web is supported for the vast majority of data sources and reports in the Power BI service, however, the following are not currently supported or available with Publish to web:

Can I not create a Free license to view the dashboard? All I want is to share without having to pay a monthly fee for each person. There is really no need for user accounts if all you are doing is reading.

I think this embed means 'publish to web' feature, right? If this is a case, current publish to web not contains any security features.
In my opinion, I'd like to suggest you to use power bi embed, it support security settings.

Peer-to-peer dashboard sharing, app workspaces (previously referred to as group workspaces), Analyze in Excel and Power BI Apps (unless backed by Premium capacity) are capabilities limited to Power BI Pro.

I have my Pro License, but my friend doesn´t have a Microsoft account. When he tried to log-in he can´t because of that.
Embed looks like a solution but the cost is higher (Pro license is only $10 per month)

In order for him to see your dashboard you will need to first ensure one of two things:
Depending on which of the two you have, will depend what is your best solution. Publish to the web is an alternate you have already mentioned but you are also correct that it is unsuitable if there is any level of confidentiality in the data.
A user can have a Pro licenses without a Microsoft account?
My bigger conserne is that my friend is using an own mail domain.
