Dashboard sharing

There is a lot of information from the community and the microsoft doc but I can't seem to get a clear opinion.

 

My current situation: I have a Pro License. I want to share Dashboards with users (who have a pro license and who are outside my organization). I use a webservice for data acquisition. I don't have a power bi service (neither Premium or Report Server).

 

What are my options for giving access to Dashboards to external users? How can I manage security given that it is the same DashBoard, but with data specific to each external user?
For now, the Webservice exports the data of all users, but I can adapt.

    When share a dashboard outside your organization. If they have a Power BI Pro license, they will receive an email with a link to the shared dashboard. They must sign in to Power BI to see what you shared. At this time, they can't edit any content in this dashboard.

    If you need to grant guest user permissions, you can set it in the admin portal.

    If for different users, the data accessed is different. May wish to set up dynamic RLS, refer to the following documents.
