I have several users who are assigned the new viewer role in a workspace. I have setup RLS roles and assigned users to these roles. These users all have a Power BI Pro Licenses assigned. When I Test as Role and then input the users email address and click apply, RLS is not respected and the I still see all data. However, this is only for some users. Some respect RLS, others don't. Of the users that don't work, I removed one of them and then in Security Tested as that removed user. That user still had access to all of the data.
For one of the users that now work, I removed them from the workspace yesterday. I add them back to the workspace yesterday. It was not working yesterday. Today the user is now working.
1. Is there a delay when you add users to workspace, add user to role, or add user in general, where you cannot test as that user once you add them until some time later. If this is the case, then that is highly annoying. I would like to setup a user, then immediately test if I setup them up correctly for RLS. It is appearing that I cannot.
2. If #1 is not the case, what would cause a user not to respect RLS once you've added them to workspace as a Viewer and assigned them to a RLS role.

Can you please share some screenshots about how you set the roles and how you test? Do you use the function of USERNAME? If so, the function is always getting the account which is online. So while using "test as role", the report will show the data that you should view rather than that the account which you set in the Security .
You could download the pbix file and test the role in the Desktop. That result will be more accurate.
