Security contract for Power BI underlying data

With underlying data in Power BI you can give users Build or Reshare permissions.

When you give users Build permission to a dataset, they can build new content on your dataset, such as reports, dashboards, export the underlying data.

You can choose who can only view the content in the existing report or dashboard and who can create content connected to the underlying datasets.

You can remove Build permission. If you remove Build permission, the people whose permissions you have revoked can still see the report, but can no longer edit the report or export underlying data. Users with only read permission can still export summarized data.

It can cause security issues.

Do you know if a security contract already exists for Power BI underlying data?

Your demand is a good idea, I think it is not supported  in Power BI currently. 
You can submit a new idea to improve the Power BI.

I am not quite clear about your specific requirements. If you consider security issues, you can choose not to establish build permission. Then what are the specific security risks you are worried about?

Hello,

A big company wants to establish a contract for Access Security to BI Web Services for Build rights with underlying data while keeping the possibility of giving Build rights to share data. The company already had an user with Build rights with underlying data, who replaced an accurate BI App with a new version he had customized without any approval of Data Intelligence Specialists. The result was that the BI App was broken. The company wants to define a contract to restrict the use of Build rights with underlying data, while keeping the possibility to use them.
