Security Groups in Tenant Setting

I would like to specify a group that can export data. I thought this would be an AAD group, but this doesn't seem to be the case. Where is the list of security groups that is mentioned in ADMIN PORTAL > TENANT SETTINGS maintained?

When I have used these settings in the past I was able to select an AAD group.

Thank you, @GilbertQ. It turns out that there was a hiccup syncing AD with AAD.
