Scheduled Data Refresh for SQL Data Source in Power BI Premium per User Capacity

One option you could consider is using the Power BI On-premises data gateway. This gateway allows you to securely connect your on-premises data sources to Power BI, and schedule refreshes for your data.
However, since you mentioned that you don't have an on-premises server, another option you could consider is using Azure Data Factory to copy data from your MySQL database to Azure SQL Database or Azure Synapse Analytics. Once the data is in Azure, you can then use Power BI to connect to the Azure data source and schedule refreshes.
