Schedule refresh
Hi , Anonymous
My answer as below :
1.It possible to refresh automatically in PBI service when computer is off(make sure that the gateway is not on this computer).
On-premises data (data that isn't in the cloud) always need gateway to provide quick and secure data transfer .
So when you configure the schedule refresh ,you need to make sure the computer installed gateway is online(Gateway service is enabled normally) and the data source is added in "manage gateways".
You can refer to related articles:

https://docs.microsoft.com/zh-cn/power-bi/refresh-scheduled-refresh
https://docs.microsoft.com/en-us/power-bi/service-gateway-enterprise-manage-scheduled-refresh
2.Of coures. The refresh time may even be longer due to network, region and other factors .
