Hi,
I have a report that I want to turn to Free (currently Pro). I dont have multiple scheduled refreshed, live connections or anything that I know of that would trigger this report to be Pro.
Does anyone know how I can achieve this, so I can share it with free users without resorting to publicly accessible links/iframes? Or are there common things that I might have overlooked?

As I recall, they changed the licensing such that the very act of sharing is a Pro feature. This was to clear up confusion around Free sharing versus Pro sharing. Now, that being said, you could use Publish to Web. Also, I believe you can share to an email address outside of your organization and those do not require a Pro license to view it. Users get provisioned as Azure B2B AD entities I believe.

Power BI Free and Pro is a user-based license.
If I understand your scenario correctly that you have a Pro license and create the report before, now you want to have a free license and share the report to the free users?
As the @Greg_Deckler said, sharing is a Pro feature. So only the users have Pro license could share and view the shared report without Premium.
If you want to share the report to free users, you could use Publish to web which has a risk of security or you could Purchase Premium. With Premium, free users could view the shared reports.
