Restrict who can create subscription

How can we restrict who can create subscriptions for reports? I haven't tested, but I think if we restrict most of the users to contributor role and deploy content via app that should solve for some of this - maybe? We want to find a balance between self service BI and a small BI team that supports thousands of users, but if someone creates a paginated report off a managed dataset their subscriptions pass on their permissions to the report users.

Creating WS should only be allowed for content creators (BI developers).
if everyone can create a workspace you will be very unhappy after short time.
It will go messy and you maybe you have an issue with licenses.
Try to provide data via App to end users - not via WS.
