yes, do you need to switch workarea to Premium per User.
No, Power bi Pro user can't access to the report stored in a Premium per User work area.
I had the same your problem, i created a copy of the reports in another workarea /Premium per user) and i am using it only to send the pdf.

I test it in my environment, it works well.
Please confirm the report is in a workspace backed by a Premium capacity or Premium Per User (PPU) license.

It is not in a Premium Capacity workspace ( I don't have it)
I only have PPU license. Previously I didn't know I have to mannualy change my workspace to PPU.(I thought once the PPU license is activated, settings will be automatically changed too.)
Now if I change my Workspace settings to PPU, will the other users with Pro liscense be able to view the report too?
