Report custom visual filter not working when report is viewed on mobile

The filter isn’t working on mobile because the custom visual isn’t part of the Mobile Layout, so it never loads and the filter logic doesn’t run.

Unfortunately, this is not correct. Mobile layouts only load on the PowerBI app. They do not load on Publish-to-web reports that are viewed on a normal mobile browser; which is the method I need to function.
