Report Subscription in a Premium App Workspace for Free Users

We are on Power BI Premium capacity (P1) to which I have assigned an app workspace and published content.  I am trying to create a report (no RLS) subscription for a user who is assigned a Free license.  When trying to Save the subscription, I get the following error message: "You cannot subscribe free users or groups from a Non Premium workspace:...".  This message leads me to believe this could be a Premium capacity issue, not a Free license issue.  The workspace is assigned to our Premium capacity.  Am I misinterpreting this... does the message mean I cannot subscribe Free users to reports - PERIOD?

    Hi there

    I had a quick look and I could not subscribe an external user to an App on Power BI Premium.

    With that being said when I did share the App with an external user, and I opened the Dashboard or Report as the external user, I was able to subscribe myself to the Dashboard or Report.

    I know it is not working currently the way you expect, but this might be a workaround for now?

    I would suggest looking at ideas.powerbi.com and put it as an idea?
