Super User1. yes - any user in a Premium environment can subscribe as long as they have access to the report through the published app. No Pro license required.
2. as above - Premium means report users do not need a Pro license.
3. No restrictions on workspace creation (unless your tenant admin puts these in). Content packs are a thing of the past, not supported any more.
