Regarding Direct query

DirectQuery can't achieve the above requirement as you describe. It requires schedule refresh or manual refresh in Power BI Service.
You can consider to push data from your database to Power BI streaming dataset, and create a streaming dashboard, which will display live data in visuals without manual/schedule refresh.
