(1)The refresh you mentioned is automatic page refresh or scheduled refresh ?
If it is scheduled refresh , in shared capacity , the refresh frequency is 8 times a day , in premium capacity , the refresh frequency is 48 times a day .But you should configure gateway first, then you can use the refresh function .
If you want to share report with other user ,I advise you to use standard gateway not personal gateway .If you just work with your personal report , you can use personal gateway ,but it only support Import mode of the datasource .

(2)Next is about the license . Whether you are free user or a Pro license user , as long as the report is in the shared capacity , the refresh frequency is 8 times a day . There is no frequency requirement for manual refresh . Unless the report is not in My workspace , you need to purchase a Pro license .
