Refresh User permissions frequency

Hi guys,

I'm using Power BI Service API and it works or not depends on the access of the PowerBI_ServicePrincipals (it's a service general profile if i'm not mistaking). So in order to test an API call, I gave this profile access to a workspace but just after that, the test failed. After my research following, the new permissions might not be immediately avaible through API calls.

As I can not do nothing to refresh user permissions in Power BI Service, I would like to know the frequency of refresh user permission ? Is it every 15min or 30min or 1H ?

This API is also not clear to me. 
It doesn't get any parameters, meaning only the granted user/service can use it. However, If I use a service account to grant other users/services, I cannot refresh their state. 
So joining @trungnguyen question - how long will it take the permissions to be activated if I do  not use this API?
