I'm trying to crearte a Power BI App within my organization containing two reports and one dataset with all the following security requirements:
1. Each person has to be able to read the two reports
2. A person is not allowed to download the report .pbix-file
3. Each person is only allowed to connect to the dataset (data-cube) using "Power BI Service" or "Analyze in Excel".
Any suggestions ? 🙂

According to your requirements, Share a Dashboard is enough. Please refer to service-share-dashboards. Or publishing an App workspace is also an option. Please refer to service-create-distribute-apps.
About download pbix file, please refer to service-export-to-pbix. If you want someone to download the pbix file, the user should have edit access. That means that user will have a direct way to connect to the dataset.
Some features can be controlled in the Admin portal.
