RLS Report Slicer showing All value in single select some users

Hi Team

We have a report with RLS enabled and the slicer of report has Single Select enabled.
Strangely for some users the report is showing All option in the Slicer (single select enabled) by default when the report opens and some visuals stall when this happens.  

I downloaded the PBI file and at my end I do not see the All option. 

Anyone noticed this sort of issue or any tips how I can tackle this?

    how are you exposing the report trough Power BI App or giving them access to the workspace?

    Access -  sent link to users (view access)

    Internal team has workspace rights. (Admin).

    Occuting for both.

    Ex: some users can't see All option (workspace admin).
