RLS Implementation

Hi All.

First of all I don't know much about the community part in power bi. 

I want to apply rls for a dashboard which is used by thousands of users. Now there are many groups who are provided with certain restriction in the data through multiple columns. I have attached an excel to give an example how we will recieve the data for RLS. 

Please help me understand how it can be implemented for the dashboard.
