To answer the first question, it's totally possible to get the embedded code of a Publish to web report. They just need to click on the below highlighted button when they are in a website.

As soon as you click the button, it will open a new tab with the embedded link. You can simply copy the link from the URL and use it as you wish.

And to answer the second question, AFAIK, it is only mentioned that they use it in the Gallery and they do not talk about if they can or cannot access the underlying data. The best way to get the answers for this question is to directly contact Microsoft support is what I feel.
