It is being presented with the authorization of a user who despite having added it to the power bi security group in Azure, still presents the problem when wanting to enable the web publishing option. has Power BI Pro license, I would appreciate any guidance.

You have to be a global admin or Power BI service admin to access the Power BI admin portal. I tested it, Has nothing to do with Pro.
