I have a data stream, let's call it dataflow-1, it is connected to the database, I do not have access to edit it (it was created by our partners) and there is data in an unnormalized form. So I created another dataflow (let's call it dataflow-2) and made the transformation of the data into a normalized view. But when saving it, this error popped up:
There was a problem loading the dataflow attributes. Please try refreshing the page.
Operation could not complete because a newer version of this dataflow was saved since you started editing.

And second messege:
Linked entities can't be modified. Please undo any changes made to the following linked entities and try again: view_jira_public_employee

DataFlow-1 updates data in the dead of night, so during the editing process of Data Flow-2, DataFlow-1 is not exactly changed.
I tried doing DataFlow-2 in a different workspace and the result was the same.
Next, I tried to create it later not through Power BI Dataflows, but through Power Platform dataflows. This solved the problem.

I can't reproduce your scene on my side, but I find a solution to a similar problem and hope to help you.
Reason:
If you set up a separate schedule for the linked dataflow, dataflows can refresh unnecessarily and block you from editing the dataflow. There are two recommendations to avoid this issue:

Yes, PBI dataflows is a part of functions in PBI Service, and another is not.I don't know you used another before.
