Problem : Publish an APP in Power BI Button
Hello, I am unable to see the publish app button as mentioned in this document - https://docs.microsoft.com/en-us/power-bi/collaborate-share/service-create-distribute-apps

If you have already published the app, it's "Update app" now as below:
