You're correct, I'm sorry somehow I missed that because you did specify you're using Pro.
For other people interested in calling this API from Power Automate, Chris Webb just posted a walkthrough:
Community ChampionThe Power BI Refresh Dataset REST API supports table-level refreshes. Unless that was added recently, I don't recall seeing this in the UI actions in Power Automate, so you'll have to call the API via a custom connector:
