Yes, with PPU consumer should also be reuired to have PPU
Thus you have to create a copy of report to publsih it in PPU workspace where you can refresh it upto 48 times a day
For rest you can keep it in same workspace and keep refreshing as 8 times a day

Premium capacity is assigned to your organization, not users. And it starts at ~$6K a month.
Once you have premium capacity, all you need to do is upgrade the workspace to premium, and you can start scheduling your refreshes up to 48 times.

Another cheaper option is to use Azure Runbook Automation to call Power BI Rest API to refresh the dataset. No limit, less than $10 a month maybe cheaper.
Requirement : You need Power BI Admin role assign to your account
