Hi,
We have a premium capacity workspace that I administer. I have given access to a bunch of users to this workspace. One of the users who could access this workspace for the last 6 months can no longer access the workspace and getting the error -
Upgrade to Power BI Pro
The licenses she currently has -

The issue is fixed. The user had a role of "Admin" in the workspace. Looks like she had a trial pro license earlier and when that expired, she started getting the above error. We switched her to "Viewer" and that resolved the issue.

Only P SKUs and F SKUs larger than F32 allow free Power BI users to consume Power BI apps and shared content in Power BI service. Smaller F SKUs require a Pro license to consume Power BI content.
If the workspace not hosted in P SKU Premium capacity, user need Pro or PPU license to access the content.

We are on P capacity. And we tested with other users who do not have Pro licenses and they are able to access the premium workspaces. Not sure why this user has the problem.

This sounds either like a bug or impossible.
As you maybe know as soon as you assign a premium capacity to a workspace any free user will be able to access it.
I have only seen those "upgrade to Power BI Pro" notifications in non-premium environments.
Maybe it has to do with Fabric free?
