Premium CPU use by Dataset

I can get information on dataset size in premium capacity monitoring app, but having a difficult time tracing CPU resource use. I would like to link use to report and workspace. We're hoping to use these metrics to help manage use of the capacity by various users in our organization. Is there a way to do this using the Power BI Premium App dataset? I see a metric under Query Metrics called 'Average CPU Time', but I am not able to find any information that defines what this means, where it comes from etc.
