Hi,
I would like to embedded some PowerBI reports on sharepoint online (d365) and I want all user to be able to VIEW the reports.
Do all users need to have a Pro Licence.
We are talking about potentially 250+ viewers in the organisation.

As ibarrau said, if you want to embed the report in sharepoint online with all permissions and data security are enforced when your users view your internal data, all viewers need the license.
If the report has no confidential or proprietary information, you could use SharePoint Embed Web Part to display the report through the Publish to Web embed code in Power bi:
This way, the report viewer doesn't need to be a Power BI licensed user, as long as they can view the Sharepoint page, they can also see the embedded reports in that page.
And the report is publicly available, so you can expect viewers to easily share the report through social media in the future.
