To add some sources to Lodha_Jaydeep's response, here is the MS Learn documentation for Copilot in Power BI:
https://learn.microsoft.com/en-us/power-bi/create-reports/copilot-introduction#general-requirements- Your organization needs a paid Fabric capacity (F2 or higher) or Power BI Premium capacity (P1 or higher). A Power BI Pro or Premium Per User (PPU) license alone isn't sufficient—Copilot requires organizational capacity.
Copilot features generally require a dedicated capacity, not a shared capacity like what PPU gives you.

One last thing to add is that you can no longer buy a power BI premium capacity. It will have to be a Fabric capacity which you can start with an F2 which you can stop and start with pay as you go. So it can be relatively cheap if you're testing things out.
