PowerBI Premium Timing Out

Wondering why a 30mb .pbix file keeps timing out on a dataset refresh on a premium capacity A1 node. The operation was throttled by the Power BI Premium because of insufficient memory. Please try again later. Running locally, it uses less than 3GB ram. Approximately 2.2-2.7gb.

If you have Pro account you could try to open a support ticket. If you have a Pro account it is free. Go to https://support.powerbi.com. Scroll down and click "CREATE SUPPORT TICKET".
