I'm new to the PowerBI scene, and I'm still working a few things out. My users (including me) all have a company provided PowerBI Pro License. I developed a dataset and various reports linked to this dataset in a Workspace I created. The workspace is set to a PowerBI Pro license requirement. I've been looking to use external tools (like Tabular Editor, etc.) for future development. According to this doc, https://learn.microsoft.com/en-us/power-bi/enterprise/service-premium-connect-tools, I need to enable an XMLA endpoint in the Workspace.
I have two questions that I'm having trouble finding direct answers for:
1. Do I need to convert my Workspace (or create a new workspace) to a Premium Per User or Premium Capacity in order to enable the XMLA endpoint?
2. My users ONLY need to view reports that I create, they do not need access to modify the dataset at all. If I do need to activate PPU, do each of my "Report Viewers" also need Premium Licenses just to view the reports?
I'm trying to justify the cost of what I'm looking at. The reports (so far) are pretty basic, and I was looking at ways to make my development efforts easier; however, if my users will all need premium licenses, or if I need to purchase a premium capacity just to do so, then I'm not sure the value is there (due to current low number of reports and potential size of userbase accessing the reports).
Any help, advice, or alternatives are appreciated. Thanks!

For your questions:
1. To use the XMLA end point you need PPU or Premium Capacity to access the XMLA Endpoint.
2. If you are using PPU licensing then every user who wants to view the reports in the App workspace will also all need PPU licenses. If you are using Premium Capacity then the users will need either Power BI Free license or Power BI Pro license will work too.
If you do not have a lot of users, then you might be better off with PPU.
