For each tool, if you don't have at least the version specified, you won't be able to use that tool with XMLA. It won't affect the use of any of the other tools or creation/use of the Premium capacity.

Thank you ppm1 ,

It has been confirmed by Msft that we dont need to upgrade the SSMS  unless we are leveraging it to change dataset directly in SSMS using XMLA endpoint.

Even Excel upgrade is also not mandatory as long as users are not exporting data to user excel report designer.
