I can't figure out why the Premium storage working differently from regular Power BI Service. Please create a support ticket.

This is done but it is a nightmare to understand how to open a Support ticket for PBI - I am a former Microsoft guy and I struggle between O365 support, Azure Portal support and Premier support plus my CSP support; nobody really knows who handle PBI Premium infra responsability...yet :-) !
For sure, PBI Premium has to be configured as regular PBI service infra.
