By my tests, we may have no good ways to set the Alert on card when count on the visual increases by 1.
Your idea is good, you could post your new idea in Power BI ideas Forum and add your comments there to improve Power BI and make this feature coming sooner.
In addition, you could vote the two similar ideas trigger alert when data changes and alert which have been submitted before.
