Power BI Pro and Exchange license

Hi Community,

A user who wants to create and share reports and dashboards would he need an exchange or any other O365 license besides the Power BI Pro license ?

So we can purshase just the power bi license without any extra license if we want to create and share reports

Yes. I have known customers that only had Power BI deployed in their organization. Nothing else. If done like this where Power BI is your first Office 365 product it actually creates a "shadow" tenant behind the scenes for Office 365. Those can be a pain to work with and convert honestly. I would suggest signing up for Office 365 some free trial. Purchase your Power BI licenses in this tenant. Don't renew your trial licenses. Better way to go about it.
