Power BI Pro Licenses - and admin access

Dear community

I was given the assignment to find out who has a pro license, and when they last actually did something with that license + if they actually need it. This in order to streamline our organisation.

We currently have quite some pro users and also 2 premium capacities, and I need to get this information. 

To do so i have two questions:

- What access rights do i need on the tenant?

- What is the best approach in order to your opinion?

If you are  Global Administrator, you could get it simply.
