Power BI Premium, security between workspaces

Yes, it is. you could create different workspace for each departmend.
Then when share report, choose Specific individuals or group do not choose Entire organization.

By the way: The difference between premium and pro in sharing reports is that
For normal, if you want to share a private report to others, you and others both need the Pro license.
If you have purchased Premium and add your content to Premium, then when you share the content, the receiver could be free user.

v-lili6-msft but if User who is able to create reports from DEP1, and created one then he can share reports not only as app, but as "normal" sharing. Then he will be able to see all users. Am i right?

He can share reports not only as app, but as "normal" sharing, others also need the Pro license.
and he could only see all the users email address in the same organization.
