Hi. I can't think of a reason for not trusting PowerBi Service with the appropiate security settings but let's talk about on premise. The only way to implemente PowerBi on premise would be using SQL Server Report Server. The extention that works like the old Reporting Services. You can embed those reports on a custom web app. You may not have all the flexibility of PowerBi Embedded licence coding many details with javascript, but you can just paste a secure link on an iframe.

The data is personal data and it cannot leave the organisation's on-premise infrastructure. It's not that it won't be secure, it's that it's not allowed to leave.

 

As explained before, we went down that route but it doesn't support powerbi embedded. We need access to the javascript functions.
