The one way is to create AAD/Office group for users which can access to CRM Dynamics, add Contacts to those groups, and create roles in PBI desktop file accordingly.

Helper IIIThank you for the answer v-xulin-mstf, the situation is for developers not to users, The RLS can works to users that only need view reports, no problem with the viewers.
My problem is any people with CRM access credentials, can create reports in PBI Desktop and share them, in the company we need to apply some restrictions, because we need official reports created by authorized developers.
