Paginated reports subscription RLS not working

I am currently trying to send a report to each manager with their own data and there is UserID parameter in my report. My own UserID is not on the manager list so clearly I wont see any data coming through. Problems start when I add subscription to a certain manager. There comes text on grey background: "Subscribed users receive report attachments with data based on your permissions". Then I send it to the manager and all they see is my point of view of the report which is blank. 

 

I have PPU license and the workspace is PPU. I am also admin of course in the workspace. I am trying to send report to Pro license users. I have set the managers as viewers in the workspace but they cannot open reports because their licensing. I should still be able to send them reports? Which part of my process fails?

There is an issue setting up a subscription to a RLS protected Paginated Report that you have identified, the Subscription is sent with your permissions, so the attached Report in your case will be blank. However the users also get the link to the Report which will be subject to RLS for them. 

Perhaps it may be better to share the Report with the users then encourage them to set their own Subscriptions up for themselves, so they will get the correct Report.

However, the main problem is that without a PPU licence the users will not be able to view the Report shared with them. Any content on a PPU workspace can only be shared with other PPU licence holders.

I have a paginated report. So far as I know there is no limit for paginated report subscriptions. I need to send 135 subscriptions to the same email from only one paginated report. However, I am barely receiving 3-4 emails. It is a paginated report with simple data. Is there any way to debug the issue?

Thank you for quick answer. So basically everyone needs PPU licensing? Is there any kind of way to work around this using for example power automate flows? Or is it possible to upload paginated report to a pro license workspace and then everyone can subscribe it to themselves? 

Hi @Anonymous 

No, there's no real workaround, especially not if you've implemented RLS. Without RLS you can do things like send the Subscription to yourself, then use Outlook rules to forward the email on the other users, but as you've found with RLS you are subject to your permissions, so the subscription recipients only get what you can see.

If you have a small number of users (<500) it's cheaper to get them all a PPU licence, otherwise if you have a large number of users, then get a "Premium Capacity" licence this allows sharing with "Free" licence users.
