Hi Anonymous ，

I found an article detailing  about Guest users  edit and manage content in Power BI to collaborate better across organizations,you could have a look.

add a guest user   have the permission to  to gateway：

 

then  I login  guest user ,manage gateway：

then as article said,throuth tenant url visit，could visit gateway:
