Hello,
My colleage and I are both able to comment on a report in the service and can tag each other, but neither of us recieve any notification that we have been tagged in a comment on a report. There is no email, teams message, or Power BI notification in the service.
Any ideas?

Based on everything you have tested, there is no issue with your licenses, report permissions, workspace configuration, or notification settings. Power BI does allow users to @mention others in report comments; however, Microsoft has not published any documentation describing whether notifications for those mentions are delivered, nor any official configuration required to enable them. As a result, it is possible for the tagging action to work correctly while no email, Teams, mobile, or in‑service notification is generated. Because this behavior is undocumented and Microsoft does not list any tenant‑level setting that controls it, there is currently no supported configuration change that guarantees notification delivery. If notifying someone is necessary, the practical workaround is to share the report link manually via Teams or email, or rely on report subscriptions to help bring users back to the content.

The Microsoft documentation states that "You can @mention colleagues to notify them, and they receive an email or push notification with a link to the comment."

The behaviour is not undocumented and is clearly widely used.

You are correct that Microsoft Learn indicates @mentions should notify colleagues by email or push notification, which is the intended user experience. When I described this as “undocumented,” I meant there is no published technical or administrative documentation on how these notifications are actually delivered, what prerequisites are needed, or which tenant settings affect them. While the feature is documented at a high level, Microsoft does not provide configuration details or troubleshooting steps for cases where @mentions appear to work but no notification is received. Since there is no documented way to guarantee notification delivery in these situations, the current workaround is to notify colleagues manually, such as through Teams or email, or to use report subscriptions to direct users to the content.

There are three types of notifications - Email, Mobile App and maybe Teams.
So, for email to work, the norifications must beturned on in the Power BI Service notifications setting. The tenant must allow for Power BI service emails to be sent/received. The tenant must allow for the Microsoft 365 notifications. You need to have Power BI PRO or PPU licenses or be using a Premium Capacity. Also, is your email set up correctly so that it is being found by Power BI/MS 365 services? And, as always, check your spam folders or your company's automatic email filters to ensure that it is being allowed through, even if everything else is setup.
For Teams, you have to have Power BI installed on Teams, have Teams integration set up on the Power BI tenant and the Teams notifications must be set to allow Power BI notifications. All this must be set at Tenant level.
As for mobile, it might depend on your phone type but you have to have notifications on, the app installed, alerts set to banners/notification center/lock screen. You also have to be signed into your app with the same userid/email that you are using in your comments. Then, in the app itself, you have to have the alerts/comments/mentions enabled as well. And, your company policies for intune or notifications has to allow this as well.
