Hi, ArchStantonOffice E5 does include a Power BI Pro license, as shown in the following image:
When you use a Power BI pro license to access fabric content, we go and request a trial. This is because we need your organization to have at least F capacity or at least a PPU license to access Fabric content:

If you don't want to use a free trial license, you need to purchase a Fabric capacity or PPU license for your organization.

I am the only individual to have a Premium license in my organisation, everyone else is on an Office E5 license which means they should have desktop & Pro for free at the very least. All licensing and account issues rest with our IT department so running test cases is not something I could do.
Based on this extra information - why is this Fabric messaging still happening?
Ps Personally, I'm unaffected by this, but everyone else is
