Need help on understanding of Environments in power bi service

Hi Experts,

I have a doubt, like in power also we will be having 3 environments i,e DEV, QA, and PROD, and we have to share the reports with users from the power bi service my doubt is after migrating the report to PROD we will be sharing to business users or from QA also we need to share the reports to users.

Kindly help with this doubt.
