You can follow these steps to try:
1. Get data from power bi dataflows which belongs to a premium capacity in power bi desktop
2. Create related report based on this dataset
3. Publish this report to a shared capacity workspace in power bi service
4. You will get a new dataset in a capacity but it actually comes from a dataflow which is in a premium capacity
